Indiana Voting System Technical Oversight Program at Ball State University
Program Summary
Recognizing the need for dedicated and sophisticated technical support for the implementation and maintenance of the Help America Vote Act mandates and aspirations, Indiana collaborated with Ball State University and its's Bowen Center for Public Affairs to charter and fund the Voting System Technical Oversight Program (VSTOP). Over the past decade VSTOP has provided invaluable technical and research-based assistance to the Office of the Indiana Secretary of State, Indiana Election Commission, Indiana Election Division, local election officials and administrators, and industry vendors and stakeholders.
In recent years, with the support of HAVA funding VSTOP has undertaken developing and administering numerous programs helping state and local election administrators, as well as the larger election administration community and industry including certification of voting systems and electronic poll book systems, post-election risk limiting audits, voter verifiable paper trail support systems, voting system inventory databases, voting system anomaly reporting and tracking, and developing and hosting academic and industry stake holder conferences to name a few.
Utilization of HAVA funds in founding and sustaining university based election administration support institution such as VSTOP has proven to be a wise and productive investment in election administration support, modernization and integrity.
